Red Cross EU Office: Red Cross positions on civil protection

The Red Cross EU Office supports its members in seeking recognition for Red Cross/Red Crescent action in relation to civil protection by:
  • Emphasising the importance of putting the humanitarian needs of individuals at the centre of emergency resilience, planning and response
  • Seeking to minimise the complexity and the dynamics for NS functioning within the EU
  • Focusing on building relationships with EU institutions through partnerships, joint initiatives and projects
  • Developing common messages and approaches
  • Improving communication, confidence, competence and capacity across RC EUNS
  • Accessing sources of EC funding through a co-ordinated approach to developing project proposals.
The RC/EU Office continues to offer advice within the Red Cross about the Community Civil Protection Mechanism that was established by Council Decision in 2001.  The Office role is to remind NS, IFRC and ICRC that the purpose of this Mechanism is to facilitate co-operation in civil protection assistance interventions in the event of a major emergency that may require urgent response action, also in situations where there may be an imminent threat of a major emergency. The current legal framework governing the Mechanism consists of the 1)Council Decision of 5 March 2007, establishing a Civil Protection Financial Instrument and 2) Council Decision of 8 November 2007, establishing a Community Civil Protection Mechanism (recast).

Psychosocial support
 
IFRC Psychosocial Centre - The IFRC Psychosocial Centre was established in 1993 and is a delegated function of the International Federation of Red Cross and Red Crescent Societies, hosted by Danish Red Cross, situated in Copenhagen, Denmark.

The Centre has an extensive database on psychosocial support.  and has recently published a Handbook on psychosocial interventions as well as a Training kit, consisting of a participants book and trainers book, or available in hard copy, by contacting the Centre: psychosocial.centre@ifrc.org
